printed the appointment receipts and paid, but I can't get the interview scheduled

My Filipino Fiancee printed the receipts (K1 for her and K2 for her son) yesterday and made cash payment to BPI. I have the receipt numbers. I thought I could just call the US Embassy in Manila and schedule the K1 and K2 interviews today, but I have not succeeded in reaching anyone on the phone. I am in the USA, so I called the (214) 571-1600 and (646) 254-3546 numbers.

What am I doing wrong?

I wanted to schedule on the phone so that I could ensure that my Fiancee and her son are scheduled for the interview at the US Embassy in Manila on the same date and time.

Some countrys use the DS-160 yes. Previously the Phils was not one of them. But they may have changed the rules recently.

Your I-129f was approved in 5 days from your NOA1 date.

Your interview took 67 days from your I-129F NOA1 date.

AOS was approved in 2 months and 8 days without interview.

ROC was approved in 3 months and 2 days without interview.

That was not required when I called just a little over 6 months ago and not aware that has changed recently. Did you select the right country?

Edit:

K1 applicants are not required to complete DS-160 but use DS-156 instead (don't need this prior to scheduling interview, bring it to the interview)

The K-1 doesn't complete the DS-160, the issue may be that the payment has not been recorded at the embassy yet. They state its done in about 4 hours, but most times it seems to take 24 hours before the embassy has record of the payment.

Call after 24 hrs and you should be able to get the scheduling done.
