We had the same issue as you but I actually did not meet the 2 years over the age of 14 requirement.

 

We applied for the N-600K for my daughter as my wife did not have the green card at the time. We ran into some issues with not being able to go to the US so it has been delayed by a bit. The N-600K was a 6 month process which I would recommend if you are not planning to apply for a green card or do not have one!

 

However, we are expecting another child soon and we are interested in the baby transportation letter method. However, what if the baby can not get a passport due to the foreign country embassy not issuing passports? We are able to get a temporary "one-way" passport. Would the embassy accept that for the NA3 visa? Can the passport requirement be waived?

Since there are not too many infos on the N-600K and how the process works exactly, make sure to post a detailed experience and the process+interview.

This question probably only the US consulate in your country will be able to answer.

It's amazing how many questions can be resolved with a 2 minute Google search...
