Biggest gap I have seen between csc and vsc processing time

I receoved NOA1 on oct 22nd and still no signs of NOA2, so frustrating. Every time I call them, they start reading from script and have same response that they are processing Oct 1st applications. Don't know what to do here... :ranting:

I notice several times in this thread it is said that CSC sent DACA cases to VSC. This is absolutely false information. In February, VSC was showing a july date and had a serious backlog and sent a lot of their DACA cases to Nebraska....they started processing faster and got within the 5 months pretty quickly. Then in March, CSC sent some of their DACA load to TEXAS (NOT Vermont) and in April they started getting caught up. For some reason VSC slowed, but it wasn't due to CSC cases being sent there as they were not sent to Vermont, but rather to Texas. Vermont may have got behind on other cases and shifted priorities, but they aren't working on CSC caseload.

I sympathize with your plight, filers from both centers have to go through this up and down. All I can say to the Vermont filers is to do the same as has been done in the past, and that is to flood the VSC and your representatives with complaint after complaint until they kick back into gear. There really isn't much else to be done.

Thanks for the link, but that person said their single case was transferred on May 14 and it's the only one mentioned in all of the CSC cases. There could be a multitude of reasons for one file to be transferred. The person may have moved, Their case may have a special circumstance that we don't know about, it could very well have been a glitch in the system. As I said in my previous post, one random filer doesn't really show a transfer of a block of files from California to CSC. Also, the timeline doesn't fit. California was already ahead of Vermont on May 14 when that single case was transferred. That wouldn't be what caused the slow down in Vermont and it definitely didn't cause a speed up in California as the California caseload was blasted through in April. Things slowed somewhat in California in May, even though it's still a very good pace.

My only point here is that people at VSC should be upset at their service center for the slow down and should push to get them started again, but to do so with as many actual facts as possible and not Conjecture.

When people from CSC were pushing for them to start up when they were stuck on July 18 for months, I remember reading several posts of people who had complained to them about things they'd "read online" and they were not taken seriously. It was the people who came to them with legitimate facts representing them who were replied to in a more understanding manner. Take my advice or toss it away, it is completely up to you, but i'm not here with a single bit of malice, just trying to help people sort through fact and fiction and rumors to get a better understanding of this very non-transparent process.

You see will that we are using our congressman and senator to get justice for our files being sent to Texas. I know that fox13 still lives in California and still has no answers why her files was transferred all the wy to an opposite coast ...hmmmmmm???

I just wanted to give you one example of many that I and others who have seen the csc transfer to Vermont ... When Vermont is behind.

Fox13 still has no approval .... Why sent her file to an overloaded vsc....

We deserve answers .... We are taxpayers .... We need to all contact our political officials and demand better treatment and a more efficient system...

I never said that you don't need answers as to why you haven't been adjudicated yet or as to what's going on with your service center. I have no idea why you are so defensive with me over this issue. I don't run USCIS, I don't work for USCIS I am just a USC petitioner waiting along with everyone else.

Again you show me ONE single person, yet you insist that there are others. It's a random case which the filer hasn't even received a letter yet. It might not even be true. It could have been done in error. We have no idea what happened with one single case. You try to make it sound like CSC sent their caseload to VSC to get ahead and that is just not so. It might make you feel better to vent and to believe that is the case, but it's not. All you do when you feel false rumors is make it less likely that VSC will even listen to you when you complain. I would hope you aren't trying to use this in your complaints because false information will fall on deaf ears and your complaints will go ignored (BTW, the "you" in this instance is all filers complaining. A generic "you" not specific to the person I have replied to).

For some reason I can't edit my above post, but I wanted to add that I think that for the person who filed at CSC and got transferred or mistakenly got a notice or whatever happened to their file, I do hope they get it straightened out. Being from back in August/September, there is no reason their file wasn't adjudicated long before the May 14th date which they were notified of the transfer. Something sounds fishy. I don't mean from the poster, but from USCIS. I hope they fix it soon, but I almost wonder if they are making up excuses for some error they made that got it so far behind the time line of the rest of the filers there. I hope they are able to get to the bottom of it because it does sound like a horrible issue and an isolated one, but one that should deserve a USCIS expedite due to the lengthy delay caused seemingly by USCIS itself.

Interesting..,,,CSC is MONTHs ahead of VSC, but we can't wonder why this is....It's clear that CSC is not handling as many files as VSC is. We see that only VSC works on Immigrant Domestic Violence documents. And now there is proof from Congresspeople that DACA files from CSC were transferred to TSC and VSC to help out during the CSC stoppage. Turns out that CSC is getting more help than VSC has received. This explains the huge difference in approval rates now. VSC is still doing October and November..(NO DECEMBER or JANUARY because they were sent to the TSC Blackhole) and CSC is approving Feb and MARCH filers....the truth finally comes out...

First thing that needs to be clear, because I get tired of hearing it.

I HAVE NEVER ONCE SAID THAT VSC PEOPLE SHOULDN'T QUESTIONS THEIR SLOWDOWN

Now that is out of the way.......

CSC did transfer out DACA cases, and so did VSC. It's a fact that has been proven multiple times. It's on the USCIS website and I see the transfers by scrolling through the petitions from CSC through their website as well. CSC sent files to Texas and Vermont sent some to Nebraska. Vermont transferred theirs several weeks before CSC and they almost immediately got themselves caught up and to within the 5 month time frame. About the time Vermont got caught up, CSC had already transferred files but hadn't started moving nearly as fast as VSC did. There was a campaign on VJ to push CSC to start I-129F petitions again. Whether this helped or it was coincidence, CSC finally kicked into gear at an unprecedented rate. They ended up passing up VSC and then slowed down but have continued a very reasonable pace for approvals. At some point, something happened at VSC and they slowed down to a trickle again and then fell further and further behind CSC. All of this I've stated multiple times.

As far as that solo case that got sent to VSC from CSC, it seems to still be just a solo case which has yet to be explained by anyone. I really feel bad for that person because it really seems they, in particular, are being jerked around by USCIS more than almost anyone else.

You start talking about VSC doing more work than CSC and having many more files, but you have no idea how many employees each center has and which ones are prioritized to do what. Just because VSC isn't processing fiancee files doesn't mean they aren't putting out other types and just because CSC is doing a good job on fiancee visa's doesn't mean they aren't getting behind in other areas and won't have to switch to a different priority soon as well.

Everything I've done or said in any thread is attempt to put some facts to the rumors that people believe because they it seems logical and fits their particular vision of what's going on.

Finally, I've also been sure to add into these threads my hopes that VSC gets moving and I've given many ideas to posters to contact politicians, ombudsmen, heads of the service center itself to try to get a their cases adjudicated.

My theory is that CSC is trying to get K-1s well ahead of processing goals due to something much worse than DACA that they anticipate will happen soon - immigration reform. It will hit California harder than any other state.

Here is a graph one VJ member posted showing the approvals for the past two years. You can see that both centers have had their fair share of up and down times.

That's not to say immigration reform won't affect VSC though, and if they're 5 months behind (still processing November while some April CSC filers are getting processed), what on Earth does that mean for current VSC filers? If DOMA falls and it's made legal for LGBT couples to get visas, that is a huge chunk of American citizens who will be bringing their partners to the US that they will most certainly have to hire a lot of adjudicators to cope with. If Vermont continues to do nothing and just transfer their work about, they'll be in a lot of trouble.

That's not to say immigration reform won't affect VSC though, and if they're 5 months behind (still processing November while some April CSC filers are getting processed), what on Earth does that mean for current VSC filers? Yes, so I don't know what their gameplan is. I really don't know what all of USCIS's gameplan is with immigration reform is - if adjudicators will be hired for it, if it will be one service center handling it or all, or if they even have one. It was just a guess as to why CSC is trying to keep ahead of K-1s at this time, perhaps learning their lesson when processing DACAs.

Personally, I'm just hoping my file gets processed before congress passes reform. For once, I'm rooting for our "do-nothing" Congress to stall lol.

I don't think it'll impact us much if congress does pass it.. and I'm hopeful it does pass, even if it could impact my file. Our immigration system stinks and WAY TOO MANY people think it is easier than it is. How often have you guys heard, "just get married" and people think you get an instant green card? The average joe can't even up and move to the US if they wanted. It may hurt some coming later, but those in this thread (I think) are unlikely to see an impact.

Seeing the approvals from all over is odd. VSC seems to be alternating between Nov and late Feb. Mine is early Feb.

1/31/13 - 129F Sent
2/7/13 - NOA1

10/15/13 - CEAC Status Update (DoS couldn't say what triggered it, did say no interview assigned, but all docs are in)
10/23/13 - Embassy email states they do not have our documents. Poor Steven does 160 again.
10/23/13 - DoS says our case is still "processing" and not "qualified" (interview ready) and to do newest forms.
11/05/13 - CEAC Update. DoS says case is "eligible for interview" and we're waiting on next interview date.
11/08/13 - Another call to DoS (Chris is a nice guy!) and no interview scheduled yet.
11/12/13 - Another call to DoS and no interview scheduled yet.
11/13/13 - Email from Embassy to Steven informing him that his interview is TOMORROW.

If millions of illegal immigrants suddenly had means to become legal residents, it will no doubt involve an application process that these illegals must go through. The only way such a process WOULDN'T affect us is if a different agency than USCIS handles this process, enough additional manpower is hired at USCIS to fully take on the additional load, or if the process doesn't start until several years from now.

Note that all three centers recently were severely affected by DACA, a recent immigration reform measure mandated by Obama, with the worse being CSC, causing a delay of several months for I-129F applicants late last year and early this year while CSC handled the DACAs.

VSC is alternating between November and February because almost all the remaining Dec-Jan files were shipped to TSC.
