Problems getting Vietnam Police Certificate

Hello, I am trying to get the Justice Record Check #2 for both of my parents who lived in Vietnam 30 years ago. I've been on the NVC website: http://travel.state.gov/visa/fees/fees_5455.html?cid=8987#docs and know how to obtain it, but the problem is both of my parents have no documents that prove they once lived in Vietnam because they left as refugees during the war. They both left when they were over the age of 16 to add to the problem. Is there anyway I can obtain the police certificate and if I cannot, is there a way I can convince the NVC that there my parents were refugees and there would be no police certificate on them at all? Thank you.

PCC is only needed for the place your parents have stayed in the last 5 years. Based on your descriptions, it was over 30 years ago. Your best bet would be to contact the NVC and confirm that your parents don't need it.
