When we went to get my wifes driving permit at the DMV, they needed to see her foreign birth certificate. They wouldnt take the one we had because it didnt have any raised seals on it. So i went through the process to order another one from NSO thinking it would be different. When we recieved it, it was the exact same as the other one, no raised seal no special stamps, same type of paper and everything. Is there suppose to be something special on the NSO Birth certificates? You can tell the paper its on is different than normal printer paper but the DMV wouldnt except it without a raised seal. So im concerned that if the DMV wont take it, wil the embassy take it when we apply for my 13a visa or report our marridge or report the birth of our children? Thanks salamat.

That is really strange.

Any DMV, SSA office, government office should accept the Philippine NSO birth certificate. NSO is the official Philippine civil authority, which issues these certificates.

I'm sorry to hear your troubles. The person you dealt with does not know that these civil documents are legit.

Yes, the U.S. Embassy Manila will definitely accept these documents. You'll have no problems with them. Just a piece of advice, when you do have your interview...make sure the birth certificates are issued within 6 months.

Ask to speak with a DMV supervisor or manager.

My husband presented his NSO BC too at DMV and didn't have problems with it. NSO BC doesn't have an expiry date.

Maybe you need to speak to a supervisor, no where in the DMV (South Carolina) requirements for the birth certificate does it say raise seal required, it simply states birth certificate. Bring the envelope that NSO mailed the birth certificate with you to DMV , just to show where you received the copy.

Oh, the embassy is totally fine with the NSO birth certificate.

NSO documents have no seal or stamps. But usually people going abroad have their documents authenticated by DFA (birth cert., marriage cert, diploma, transcript, police clearance, NBI clearance etc.)

is the red ribbon authentication by the DFA be made as per request by the NVC/USCIS/Embassy? Or should we just go to DFA to have it authenticated?...uhmm just curious

Original NSO documents (like CENOMAR, Birth Cert, Marriage Cert, Death Cert) don't need to be authenticated (red ribbon). USCIS, NVC and US Embassy Manila will accept them as they are because they are already printed in NSO security paper (SECPA).

Since November 2012, the Authentication Division is already at the DFA Consular Affairs Building in Macapagal Avenue. http://www.dfa.gov.ph/index.php/newsroom/dfa-releases/6808-dfa-authentication-division-now-fully-operational-in-its-new-location-at-the-office-of-consular-affairs-building-in-macapagal-avenue-paranaque-city

They mentioned that there are Authentication Divisions on DFA Satellite Offices too:

Applicants who wish to have documents authenticated are also advised that they can proceed to the Authentication Section of the DFA’s satellite offices in Metro Manila, namely, DFA NCR East at SM Megamall and DFA NCR West at SM City, Manila, where the following authentication services are also available, Mondays to Saturdays from 10:00 a.m. to 6:00 p.m.
