That is actually a good question. I would say wait until you get your package 3 next week, and see what the checklist says. Mine said that people who are exempted from military service also need to present it. And they highlighted "also". It was easy for me to get it at the townhall, but Francis has more problems receiving it.

even after I mailed the scan from your attest to my town hall they keep saying they can't give me any kind of attest

since to checklist stats : A certified copy of any military record, if applicable and obtainable, is required

I now got to the point and I can say I tried enough and mine isn't obtainable

I received my packet 3 in the mail today! On my checklist the Military Records part was crossed out by pen... I guess this solves the question for me
