need to understand what this important note means!

When NVC they emailed me AOS fee and IV fee, I have read the files they have sent; just don’t understand this important note:

If the applicant intends to adjust status with US. Citizenship and Immigration Services (USCIS), please contact the NVC before taking further action or making any payments),

What means this point?

If the applicant is IN the USA and is adjusting status you don't pay the fees to the NVC... If the beneficiary is doing an interview in their home country then disregard and continue on.
