My wife and I are 60 y.o retirees, EU citizens who own condo in California since 2008. We go there twice yearly on 90 day VWP but motor insurance is costing a fortune as we do not have US driving licences which I think we could get if we had VISA. Also my sister who is a U.S. Citizen has applied to sponsor me and has been approved but the waiting time is, I believe 10 to 15 years. I am worried that I might be refused this Visa (I don't know why I would be) and the would be barred from coming to USA

How to apply for a driver license if you are over 18

If you are a visitor in California over 18 and have a valid driver license from your home state or country, you may drive in this state without getting a California driver license as long as your home state license remains valid.

If you become a California resident, you must get a California driver license within 10 days. Residency is established by voting in a California election, paying resident tuition, filing for a homeowner’s property tax exemption, or any other privilege or benefit not ordinarily extended to nonresidents.

FYI, since my last post things have moved on, I (we) are entitled to California driving licences which are valid for the length of our stay. We both did the driving test and passed and got our licences. Also we applied for and got B1/B2 visas which will mean our licence will not be valid for 6 months.
