there are millions of illegal immigrants that did not even have a visa when they entered and never paid a dime in

She had a visa when she entered. deportation must be enforced by an immigration judge, not a civil court.

You're wrong - that is enough.

Just like it is in case of other millions who are keeping low profiles and that's why CBP doesn't care for them.

But you're right that civil court can't enforce her.

If you want to help her I would recommend a lawyer. She is not subject to deportation on a jury duty mistake, so much as on her overstaying for almost a decade.
