Consular Electronic Application Center's Fee and DS-260

I used the Consular Electronic Application Center's Fee page to pay the AOS and IV fees. The IV fee still shows in process. If I used the Consular Electronic Application Center's page, will it give me the option to do the DS-260 instead of the DS-230? I'm doing this out of the US Embassy in Cairo Egypt

The online forms (DS-261 and DS-260) are only available to eligible countries. Egypt is not one of them.
