Once they receive a request to withdraw, there is no reversal of that petition. A new petition can be filed, starting all over again. Sorry...

She cannot "cancel the withdraw request."

As long as her withdraw request has the relevant case info, USCIS will cancel the I-130. No one can then reinstate the case by canceling the withdraw request.

Your only choice is to start over. New I-130. New fee. New wait from day zero.

Has she called NVC and see whats up with her petition since you been there since August?

Her withdrawal could very well not even been logged. Since you are at NVC and she sent to USCIS, you never know unless you check it out and ask.

I have known of this happening where a withdrawal was sent to USCIS and everyone said it can't be resended. Well NVC never got it, embassy never got it. The case progressed and the spouse is now here in US.

She needs to call NVC monday. Looks like you have not done anything there so I am sure your AOS and IV is just sitting there waiting for you.
