I know you had difficulty getting that Declaration in lie document - this may help, although i think you said you'd called Chicago directly

http://www.ppt.gc.ca/info/132.aspx?lang=eng

They are supposed to be able to provide that PPTC 132 form

And no chance you have any friends with Canadian passport?

The "Statutory Declaration in Lieu of Guarantor" form must be sworn to or declared before, and signed by, a person authorized by law to administer an oath or a solemn declaration. If completed outside Canada, a qualified official includes a Canadian or British diplomatic or consular representative, or a qualified local official. - Maybe if you made an appt at the Chicago office they could do it...maybe that's the question to ask

Hey, I need to do a new passport application since my passport expires next month and I have changed my name. I noticed that the price for applying from outside of canada is $260 but if you apply within Canada it is $160. Has anyone tried mailing all the documents and photos to family in Canada, have them sign as the guarantor and then send the application in from there. The application has a spot for current home address and mailing address if different from home, could I put my parents Canadian address as my mailing address and then the passport would be mailed to them in canada and they could ship it to me. Just thinking this would save me $100 if its possible.

Seems like it should work really because they aren't paying for the extra shipping or any other extras, the processing is the same and it would be shipped within canada if using the mailing address on the form. How would they know other than by your current home address that your in the US. Just my thoughts lol I'm thinking of just calling and not really laying out the scenario fully just say hey is it ok to put a US current home address on the application but a Canadian shipping address, maybe even just tell them your visiting home for the next couple months and would prefer if it is shipped back to where your staying. The fees listed do not say that they are for where your living they say that its for where you are filing from.
