visiting the U.S with a spouse visa pending

So right now, we have a spouse visa in the very beginning stages pending. My wife and I are both in hong kong and might make a trip to the U.S.

I am a USC and she has a 10 year U.S tourist visa.

I know that with tourists, you always hear stories of people being rejected at POE, so it's best to not let POE know you have a USC boyfriend/girlfriend, dont pack too much, bring lots of evidence that you will go back, etc etc.

Now, since we are in the stage of processing the spouse visa, should we or should we not still go in with that mindset? I.E, can she just tell the POE she is entering the u.s with her husband but she is going to go back because she has a pending application etc?

Never lie, you are married.

She (and you) should bring ties to HK and proof of the spousal petition, I'm sure she'll be fine

Can't emphasize enough to never ever ever lie at the poe. Having said that there is no requirement to volunteer information either. Bring proof of ties to HK and don't pack things that would make it look like you're going to stay. Should be fine but yes you never know.
