Right now public diplomacy in the United States is pretty rough in a lot of places.

The last foreign country I went through customs in was Germany. They seemed to be pretty patient with the language barrier (there were tons of people connecting to India in my line). Western Europe is generally good if you are a USC.

I was surprised the last time I flew back to the US, I had been gone for 4 months and was returning from Amsterdam, and I just had my passport stamped and was told to move along.
