Visa "issued", do you think it's approved? "your case is in administrative processing"

Timeline

Okay, my fiance was given a letter after applying and interviewing for the tourist visa saying that "your case is in administrative processing" and check out the local embassy website to see if it was approved.

Well... he interviewed on April 30th. The embassy website just updated today... until April 29th, and it only updates once a month... so I went a-snoopin' because I don't like waiting!!!

Google-fu'ed my way to this website: https://ceac.state.gov/CEACStatTracker/Status.aspx

Put in his embassy, put in his case number that they gave him (2013XXXXXX1)... tells me it's not valid. Well, i then look at the text under the case number box and it says (e.g., AA0020AKAX or 2012118 345 0001).... so then I put in 2013xxx xxx 0001.

Success!

I get a box that says this:

Issued
Application ID or Case Number: 2013xxx xxx 0001 Case Creation Date: 30-Apr-2013 Status Updated Date: xx-May-2013
Your visa is in final processing. If you have not received it in more than 10 working days, please see the webpage for contact information of the embassy or consulate where you submitted your application.

So.... did he get is visa?!?!?!?

Am I just getting my hopes up?!??!?!

I also did the same thing with another random case number on the updated list from the local embassy, and it came up as:

U.S. Department of State

NONIMMIGRANT VISA APPLICATION
Administrative Processing
Application ID or Case Number: 2013xxx xxx 0001 Case Creation Date: 31-Jan-2013 Status Updated Date: 31-Jan-2013
Your visa case is currently undergoing necessary administrative processing. This processing can take several weeks. Please follow any instructions provided by the Consular Officer at the time of your interview. If further information is needed, you will be contacted. If your visa application is approved, it will be processed and mailed/available within two business days.

If the correct case number is typed in and it says "Issued" then it should be issued,

02-Feb-2016 Contacted USCIS about case, was told it's on hold because of security checks (email)
04-Mar-2016 Moved to Wisconsin
12-Aug-2016 New Biometrics appointment
14-Sep-2016 Contacted USCIS again about case (email said we should hear from them by Oct 6)
22-Sep-2016 Letter from USCIS dated 9/20 explaining the Service Request is currently being reviewed by an officer.
22-Sep-2016 Letter from USCIS dated 9/20 with Interview appointment for both of us for 28-Sep-2016
28-Sep-2016 Interview, both of us, separated, not hard, 10 min. each, result---said hubby will get GC in about 10 days
26-Oct-2016 *****STILL WAITING*****
02-Nov-2016 Card is being produced!!!
08-Nov-2016 Card is mailed
10-Nov-2016 Card is Delivered!!!! YAY
CITIZENSHIP: 

Biometrics appointment for 2020-03-27 has been cancelled until further notice as all field offices are closed because of COVID-19.

***NOA dated 12/10/2020 USCIS stated they are able to reuse previous Biometrics***

Interview was easy. My hubby's Oath Ceremony is scheduled for February 25th. I can't watch >sad< but happy he is getting his certificate!

MY CHILD WAS UNDER AP FOR 10 MONTHS NOW BUT HE RECIEVED A CALL FROM EMBASSY TO COME WITH UPGRADED DOCUMENTS NEXT MONTH BUT THE PROBLEM IS THAT WHEN I CHECKED THE WEB SITE IT IS STILL ADMISTRATIVE PROCESSING WHY IS THAT ANY ADVICE PLEASE
