Well after about 3 1/2 weeks the NVC finally got a response from the USCIS regarding my approved petition which has not shown up at the NVC after around 47 days.

Dear Sir/Madam,

Please be advised that the National Visa Center (NVC) contacted U.S.
Citizenship and Immigration Service (USCIS) in regards to your approved
petition. USCIS has informed us that your petition will be retained at
the (SAN FRANCISCO FIELD OFFICE - SFR). Please contact USCIS at
800-375-5283 or visit their web site at www.uscis.gov for additional
information.

Sincerely,

Has anyone gotten a response like this before?

I contacted the USCIS and talked to an ISO and all I got out of him was that I possibly entered the wrong city on item 22 on form I-130. I was at work at the time so I started to think that maybe I did but once I got home I checked my copy and it has the correct city where my wife's embassy is located. So now I know where my petition is but I cannot find out from anyone as to why it has been sitting there 1 week shy of 2 months. He submitted a help request or something like that to inquire about it but of course they told me I have to wait 30 days for a response before I can ask them about my petition again.

I am starting to get really frustrated with all the bureaucracy one has to deal with just to get a simple answer from the USCIS.

My senator's USCIS liaison said she would inquire about the status of my case-file. I just hope she can get a straight answer from someone soon.

Yes, I did. It means they are doing one of two things. Either they are holding it in a box with other files that they will send to the NVC when they get around to it, or they did what they did to me and they sent the box to the National Records Center instead of the National Visa Center because they're screwups. Definitely listen to your Senator's staffer.

Due to something similar to this my case took 408 days. From that experience I can tell you what my husband learned about the process.

One question to ask USCIS is whether they placed a bar code on the case. That is the last step prior to sending it to NVC. Its true that cases are bundled to be sent in groups. You are lucky to have been told where the case is at least. We couldn't get that info at any stage of the problem we had.

I don't think politicians can do much in many cases but its always worth a try and in your case it might actually help.

I suggest you make an Info Pass appointment so you can get direct info from USCIS in person.

I don't really have anything helpful to say. What a monumental screwup on USCIS part.
