The legal way for her to immigrate is for you to file an I130 for her. She can visit as she wishes while you wait. If she happens to be here when the I130 is approved she can adjust here.

As already mentioned using a visitors visa with intent to stay is visa fraud and can lead to a lifetime ban. Showing up at the border with items that show you plan on staying will lead you to be turned away.

This will not be over quickly. You will not enjoy this.
