He has family. They claim the body. They just have to find a place to bury him. It's a private matter, there's no need for the state to butt in here.

Created, yes. But they all end up achieving at very different levels. The terrorism world is very meritocratic. You have your mass murderers who are at the top of the terrorism game and then you have your stoner underwear bombers. They all have equal opportunity to shine, but only the best actually do.

Cremation and send the ashes to his Mother would be my vote.

Seems she would collect the body of it was not for her criminal issues.

On the news last night they said it's already cost the taxpayers about $30K to hold on to his body this long, I think a flight to Russia is a bit cheaper than that.

I believe the decision to be up to the cemeteries and not to the people themselves.

Ideally, yes. But there is a lot of public pressure against it, and not just here, but all over the country. You know that whichever cemetary agrees to take the body, it will inevitably be trashed.
