Am I supposed to be applying via DCF or through USCIS

Just to make sure I'm understanding this correctly, my wife and I are in Hong Kong now. We have been married for approx 1 month. She is a Hong Kong local and I am a U.S citizen. I am now permanantly in Hong Kong, for 5 months now.

I was planning to file the I-130 to the Chicago Lockbox and I stumbled upon this topic. Based on this, I should do a DCF at Hong Kong instead of sending it to Chicago....correct?
