I have all the following docs prepared, but my brother just got married. I know i have to add his marriage info and his wife info to I-130, do i need to submit his marriage certificate when I file I-130 for him and his wife? Thanks.

If you are a U.S. citizen seeking permanent resident status for your brother or sister, and you have the same mother, you must file the following items with the U.S. Citizenship and Immigration Services:

ball.gifForm I-130, Petition for Alien Relative
ball.gif A copy of your birth certificate showing your name and your mother's name
ball.gif If you were not born in the United States, a copy of either
ball.gif your Certificate of Naturalization or Citizenship or
ball.gif your U.S. passport
ball.gif A copy of your brother's or sister's birth certificate showing his or her name and your mother's name
ball.gif If anyone's name has been legally changed (differs from the name on his or her birth certificate), evidence of the name change must be submitted

No, your brother can submit his MC later in the NVC stage.

What you need now is your birth certificate and his birth certificate showing that you have the same parent/s.
