I filed the I-129F Petition for Fiance Visa on December 21, 2012. dancin5hr.gif I received the NOA1 a week after. During that time, California Service Center was right on schedule inb accordance to the 5 months National Goal in processing these types of Visas. When they updated their system on Feb 28, it says there the last they have touched was those petitions filed on July 18, 2012. And their processing time went up to 7.5 months average. cray5ol.gif I compared this to Visa Journey's stats, it says that the most recent visa approved was those filed in September. So from February to May, they were only able to process 2 months. wow.gif Things are going really slow right now. Do you think this could reach more than a year? I've been postponing my trip back to the Philippines hoping I could save money since my fiance is coming any time soon. But with these stats, I don't think it's going to be "any time soon". Hi, I am a September 17 filer. My NOA2 came two weeks ago, during the sudden acceleration of processing in CSC. You can check the Igor's List to see some better stats: http://www.visajourney.com/timeline/monthly_filers.php?cfl=. Up until last month, there was about one NOA2 on VJ every 2 to 3 days, and <5% of petitions during and after August were processed. Then we had a campaign to email/send letter the Ombudsman and the CSC director. Not sure if it worked, but they suddenly picked up the pace, and we saw about 10-20 VJ members getting approved everyday, driving the stats up to what it is now (I was one of those people who got approved during this time). If you checked the past history, two days of work during the acceleration period processed more petitions than they did from November to March. It has slowed down recently though, probably because they are getting less pressure now since most of us who have waited 5+ months stopped complaining.

The next time CSC posts it current processing time, it wil be stats as of the end of March, which will probably put the processing date at July 18th again. The one that will be posted in June will look more optimistic. You can try contacting your local representative or Senator for help (mine definitely didn't help me, but it doesn't hurt to try). If enough people put pressure on them, they will probably prioritize it again. If they really put their effort into it, it will take them less than a week to process the remaining petitions in November and December.

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

CSC is almost caught up, while there are of course a few open cases from august-october they are more or less on the proper time frame now, november is 90% complete (not igors list, the actual count of applications) and December as well.

Of course it's possible that I have a bad week to sample, but telling me it's 90% seems really too high. Do you have another source?

Where are you getting that percentage? I'm tracking Nov 3-9th filers (ALL of them via WAC numbers) and seeing only about 72% complete (and of course by complete I mean adjudicated with EITHER approval or RFE). Mine of course being one of the incomplete ones. sad.png

Of course it's possible that I have a bad week to sample, but telling me it's 90% seems really too high. Do you have another source?

88% of apps from the 5-8th are complete or in RFE

There are no apps for the 3rd or 4th

I did not check the 9th

Well, I'm not going to quibble, I can't claim to have 100% complete data. But of the 50 WAC cases I'm tracking there are 12 still incomplete from those dates. That's 76%, so I'm still not seeing where 88% comes from -- but I guess I just missed some by manually tracking. I was calmer knowing I'm of 24% -- telling me I'm in the remaining 12% sends me to bed less comforted.

Oh well. Thanks for the data anyway, I wasn't trying to argue, just actively very concerned about my case status.

Can someone please explain to me how CSC is way behind the national goal of 5 months? I don't think anyone is trying to say Vermont is ahead. Vermont is AWFUL TOO. No question there.

The two centers currently have different problems. From what I've seen and from looking at those graphs, Vermont is as slow as molasses and all Vermont filers should be up in arms and contacting everyone you can, just like we CSC filers did in April. (I truly think the outrage in early April led to the uptick in processing at CSC, but it also caused the out-of-order processing as CSC attempted to make themselves look good to their oversight people.) I would not want to be at VSC anymore than I want to be at CSC, both are horrible.

The issue I think most of us have with CSC is the unfairness and hurtfulness of skipping over large numbers of earlier filers. Even those graphs show it somewhat, although they can be distorted by people who don't update their VJ timelines. It's certainly true that big numbers of December CSC people are HAPPY and rejoicing because they moved fast. Now CSC is getting closer to completing November, working backwards, while at the same time starting in heavy on January. The only logic there is that they are skipping earlier filers from August-Sept-Oct-Nov to keep their "average" looking at 5 months.

So no, we can't say CSC is "behind the national 5 month goal" anymore. (April 3 we still could, by all means.) What we say now is that CSC is completely unethical, unfair, and chaotic, and ... VSC is equally bad in slightly different ways.

No one's trying to win the pity party! We're ALL disappointed and angry at both centers. Obviously those of us at CSC watch it more carefully than we watch VSC, I rarely even see what VSC is doing since it doesn't directly affect me.

I agree with some of your points, although think of it from a VSC point of view. You say they've skipped 50% of November. VSC hasn't even reached 50% of November yet. VSC filers still get approved out of date. Someone got approved with the same NOA1 date as me a week or so ago without an expedite. It's not just CSC. CSC has just taken more heat because of the July 18th syndrome last year. You can understand it being a little frustrating for VSC filers when someone is complaining about CSC being 'way behind the national goal' when January filers are being processed, loads of December filers have been processed, and they are still processing November filers (which is 6 months anyway and the same as Vermont) and they've pretty much wrapped up with October, while we are so much farther behind. Most of us would love our file to be with CSC at the moment. I tend to watch both service centers to compare the two.

Queen of Blades ... since the title and purpose of this thread is about CSC, I don't see the point in trying to compare the two centers. It's NOT a competition of any kind -- they use different resources and have different directors and there is almost no coordination between the two.

If I start a support thread crying and seeking help because "my cat is very sick" -- it doesn't make much sense to come into that thread and say "but my cat's even sicker, you should just be happy!".

I do sympathize with VSC people! You have it bad. You also have your own threads and topics. What people complain about at CSC does not really apply to VSC people and I don't see why people keep comparing them.
