Rep. Van Taylor, R-Plano, took a little too much relish, apparently, in helping to kill a bill by Rep. Ruth Jones McClendon — a veteran lawmaker from San Antonio who is well-admired and who is conducting business as she battles some medical setbacks.

McClendon has been working for several sessions to set up pilot programs for cities that want to try needle exchanges so that drug addicts can avoid hepatitis and HIV. Republicans have fought the bill because they see it as tacitly condoning illegal drug use.

Taylor was the point man against the bill on Thursday and again on Friday, repeatedly peppering McClendon with the question of why she wanted to give drug addicts free needles.

When he won the vote to kill the bill, he made a seldom-used motion that would prevent her from revisiting the issue again this session. That was considered by many members to be disrespectul. In fact, the chair refused to recognize him to make the motion.

So when Taylor brought up a simple bill to make a concealed handgun license serve as a form of valid ID on Saturday, it was McClendon who rose. Standing behind her in solidarity was about eight female colleagues.

She raised a point of order — asking about a procedural fault in Taylor’s bill. It is the first point of order she has raised in her 17 years in the House.

When the chair upheld her objection, a cheer went up in the House — very unusual. There is rarely relish when a colleague’s effort goes down in defeat on a procedural question.

Except today.
