My fiance is in Romania as well and I can tell you we tried the exact same thing so that he could come here to meet my kids from my prior marriage, while the K1 visa was pending. Well he traveled all the way to Bucharest and was denied because we had the K1 visa pending. I know of another couple who tried to get the visitor visa twice while their K1 was pending and they were denied both times.

I guess it does not hurt to try, but from our experience it was unsuccessful.

We did receive the NOA2 approval however, so I don't think that it had and affect on that. We will see if they bring it up in the interview when he goes for that. Good luck!
