Choice of address and agent !

Who may be the agent apart the U.S. sponsor ? and without a lawyer ?

if the applicant foreign spouse living outside US do not appoint any agent , like it's mentioned in the selection in the DS-3032 form ?

I do not appoint an agent or an attorney to receive mail about my application. Mail from the U.S.

Department of State concerning my immigrant visa application should be sent to me at:..................

Does this mean that the aplicant who must pay the fees ? how to pay if the payment must be in US dollars drawn from a bank on US soil ?

your agent will be someone you trust and who can receive NVC corresponce and make payment on your behalf. if you do not appoint anyone, it means you are appointing yourself so you have to give them the contact (email and address) where they should forward your correspondence.

Anyone can make payment on your behalf even if you did ddnot appoint them. You can make the payment online via their payment portal or send in a check /money order ( if am not mistaken) to a physical address they will give you. Of course check must be drawn from US bank.
