Send in Packet 3 before receiving it from consulate?

I have recently received NOA2 and now waiting for NVC case number. I researched around and it seems some people immediately send in their packet 3 to American Consulate oversea once they receive the NVC number. This seems to save 2-3 weeks of time. Is this safe to do??

Depends on the country and the consulate you are dealing with. But you left no information as to that so no help can be given to your question.

Your interview took 67 days from your I-129F NOA1 date.

AOS was approved in 2 months and 8 days without interview.

This is for Ho Chi Minh, Vietnam. They have all the instructions on packet 3 and 4 on their website. I am wondering do we actually have to wait to receive the formal mails before sending in packet 3 to schedule for the interview or we can just get the NVC case number and get those forms in to them? Thanks.
