I don't know about the IR-1/CR1 but I know that with the K1, you can get your Manilla Case Number within a week to 10 days after you get your NOA2. So I hope it's the same type of speed.

NVC is running a little slower than it used to, but I suggest you read the first 2 posts here to help expedite your cases as fast as possible:

You've some waiting time now, about 20 days till NVC picks up the casefile, so use yer time wisely.
