Tourist Visa and Marriage visa

Last I had an interview with the Fiancee but, it was denied through the his lawyer made some error. It had to do with question for the tourist visa with his ex. The consulate made a suggestion that we should get married in his country and then apply for the marriage visa which is much cheaper. So we agree to do but, now he opened a business in his country and he want to stay there with me as husband wife for a few years then apply for the marriage visa. Which I am fine with living in his country for two or three years but, my problem is. The main reason fro the fiancee visa is because I wanted my mother to meet him. My father have security clearance because he is military so he can go to his country to meet him but, my mom do not have a passport. If he go and apply for a tourist visa so come to united states for 2 or 3 days so he can meet my family will that affect the marriage visa that we will apply for. I read where they say you can only apply 3 times. He applied for a tourist with his ex but, the broke up so he just did not got to the consulate. The I apply with him now the tourist vist will make 3 visa. If it is going to be a problem I will just marry him and my mom have to wait but, I really want her to meet him before we married. Can anyone give me advice.
