Hagel was speaking to reporters in Abu Dhabi. He says the White House has informed members of Congress that, within the last day, U.S. intelligence concluded with "some degree of varying confidence" that Syrian President Bashar Assad's regime has used chemical weapons — specifically sarin gas.

Hagel says, quote, "It violates every convention of warfare."

That would be "some degree of confidence." "Some degree of varying confidence" just means that they have no actual clue, but decided to say something that would support their narrative.

Sort of like if I say "about 100," that gives me some wiggle room but you expect me to be close. If I say "around 100 give or take some varying quantity," it should be clear I pulled it out of thin air.

The findings are disputed. That is not surprising, as raw intelligence is mostly just a collection of observations and hearsay. The analysts have to make sense of it all, and issue intelligence estimates. Evidently, the various agencies can't come to a consensus, the usual state of things, and want the political branch to make the decision, without blaming them when the analysts turn out to be wrong.

"some degree of varying confidence" = some in our intelligence department say they're sure while others say they're unsure or yet to be verified.

Also a very short descriptor for: "We think Assad has used or is likely to use chemical weapons on their people and that is concerning for us because the commander and chief said it's a red line that would draw us into this war on the ground level. We're evaluating that at this stage in the game with the regime weakened from two years of battle and no sign of the conflict ending in sight we find their forces are spread thin. Their allies have indicated that they're turning their backs on the regime after all the relentless bloodshed and the "rebels" are increasing. The tide of insurgents helping the rebels in this battle aren't exactly what we'd like to see because some of them are radicalized and have publicly sworn allegiance to AQ in the media. We've also seen indications that Hezbollah 10,000 strong has joined Assad's fight though they deny it. This is due to Syria's war spilling over the border with various bombings in border towns claiming they're chasing "terrorists" and others see it as an attempt to provoke neighboring countries. Assad is likely to become more desperate and some of us are thinking it's about time to go in there and take advantage of the security situation. The refuge crisis has reached more than a million and neighboring countries can not sustain this for much longer."

ya, gisting , whilst an actual job within the Military Complex, sometimes gets it wrong. The phrase was full of wiggle room.

Then that fella used the phrase in a sentence, and is now quoted all over .. Meh.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

It means we have proof without a doubt he has chemical weapons, but I am leaving wiggle room in case he moves them all to Syria like Saddam did .Wait this is Syria..
