When should we apply for SSN?

2 weeks after entry to the USA.

Thats her choice. If she takes your last name when you marry then she would use her married name.

Yes wait 2 weeks then go and apply for the SSN, it should be in the system by then, I believe it will need to be in her maiden name then you can return to the SS office when you have a certified copy of the marriage license BUT before the expiration date of the visa (90 day limit - I think this is the drill) if not you need to wait for the AP/Emlployment documents that you will get in a few months after you submit your AOS (this is what we are doing).
