Senator to Introduce Legislation Requiring Background Checks for Sale of Explosive Powder

As a result of Monday’s bombing in Boston, New Jersey senator Frank Lautenberg will introduce legislation requiring background checks for the sale of explosive powder. Lautenberg is also filing the bill as an amendment to the gun legislation currently being debated on the Senate floor.

“It is outrageous that anyone, even a known terrorist, can walk into a store in America and buy explosives without any questions asked,” Lautenberg said in a statement earlier today. “If we are serious about public safety, we must put these common-sense safeguards in place. While the police have not revealed what specific explosive materials were used in Boston, what we do know is that explosive powder is too easy to anonymously purchase across the country.”

Americans can currently buy up to 50 pounds of explosive “black powder” and unlimited amounts of smokeless powder without submitting to a background check. Lautenberg’s measure would require them for all such purchases, allow the attorney general to stop a sale if a background check reveals the potential purchaser is a suspected terrorist, and make it illegal to assemble homemade explosives without a permit.

black powder is explosive. smokeless is not - it's classified as a propellant. so someone's gonna piss off the black powder shooters now.

Why aren't they trying to register pressure cookers yet.

black powder is explosive. smokeless is not - it's classified as a propellant. so someone's gonna piss off the black powder shooters now.

I think you have that backwards and that has more to do with flame speed, and whether or not a propellant will detonate, than it does with after effects. Black powder was used for grenades and exploding munitions long before nitrocellulose and other modern propellants were developed. Perhaps that is where you are confused.

Smokeless powders are classified as division 1.4 explosives.

Smokeless powders are a class of propellants that were developed in the late 19th century to replace black powder.

you can light a match to smokeless powder and all it will do is burn fast. can't say the same for black powder.

department of transportation probably classifies it that way due to the potential for transportation issues.

You can put a match to most modern explosives, and they will just burn - slowly. Confine them for 1/100th of a second, they will go boom. If you ever saw someone that tried to clear a block barrel by firing a round, you would understand the difference. You cannot overload a black powder rifle with black powder - all that will happen is the burning powder will eject from the barrel. Do the same thing with smokeless powder, you may see a burst barrel, if the bullet does not clear the end of the barrel before the pressure gets too high.

in your examples that's useage as a propellant. now give me an example where you can get smokeless to explode like black powder.

exactly. creating pressures too high bursts the barrel because you exceeded maximum pressure for that round.
