The I-864, it is valid for 10 years or until the beneficiary becomes a US citizen or deceased - whichever comes first - the consequence of which is that you can't ask your friend to be the sponsor for this year and trade places with him next year.

You might need to find another co-sponsor that is more ok with the responsibility. I wouldn't try to 'convince' this friend. You cannot guarantee there would be not be a financial issue in the future; what he is signing will put him on the hook for the next several years; something that must be considered with care. A co-sponsor does not have to be a citizen, any one LPR would do as well.

He is right about his concern. If his income NOW is only good for a 2-person household, himself + your wife, he would be eligible to be your joint sponsor. But when he plans to petition for his own wife, he would need to earn MORE for himself + your wife + his wife to be able to meet the poverty guidelines.

Perhaps you need to fully understand yourself what the ramifications of sponsoring are.

Your friend is not necesarily goijng to pay anything, but he is signing an agreement with the government about refunding monies in case your spouse requires federal help. Is not a given, but is a possibility. His other concern is valid too, if he sponsors your spouse, it could limit his capacity of sponsoring his own spouse (and/or perhaps a child) down the road. The release of what he signs can take several years.

It is not 'just papers'.
