Does F2A need to pay AOS processing if Adjustment of Status inside USA?

Timeline

My wife holds green card, I hold H1B status right now.

She applied I-130 (F2A) form for me in September, 2011. I chose adjustment of status inside USA because I have been holding lawful status inside USA. I received NOA2 in May, 2012.

Right now, my priority date is not current. However, last month, I received a letter from National Visa Center (NVC) to ask me pay Affidavit of Support (AOS) processing fee ($88.00 USD) and fill DS-3032 form. I have below questions.

1. Does it mean that I must apply Visa outside USA if my case is processed by NVC?

2. I don't want to leave USA to apply visa because I am working here. Need I transfer my case from NVC to other center that processes adjustment of status? How to do it?

3. Need I pay the AOS fee if I choose adjust status inside USA?

4. Need I offer finincal support (I-864 form) if I choose adjustment of status inside USA?

5. How should I response the letter from NVC if I choose adjustment of status inside USA? Just ignore it?

6. Does anyone tell me the steps of F2A application for adjustment of status inside USA?

Any advice is appreciated.

the consular fee only applies if you will apply over seas. the aos packet is compacted to cover all cost + the card.

Oct 25 2012 - Sent AOS/IV Package

Oct 29 2012 - Pkg Delivered
Dec 24 2012 - Case Complete

May 17 2013 - Interview-Approved

July 19 2013 - Enter the USA

I am not aware of 'how to adjust' based on your petitioner's status. If she was a USCitizen, there's a clear path for you.

I am not aware of 'how to adjust' based on your petitioner's status. If she was a USCitizen, there's a clear path for you.

Darnell, it runs along the same line once the case is current and is within the cut off date. the applicant has to be in legal status. unlike ir1/cr1 cases, illegal presence will not be forgiven.

ok - so since the OP is still in status and his priority date is current, he can shift to adjustment o status processing, and go forth, yes?

@ILikeSpinach : Can you please post your experience here about your call to USCIS? I am in exactly same situation. I am already living in US with valid status and want to do "Adjustment of Status" but My case went to NVC. I don't know if I should pay NVC fees.

Petition type - F2A

Priority Date: 05/20/2014

10/01/2015 - AOS package (I-485 & I-765) sent Via UPS

10/02/2015 - package received

10/08/2015 - Check cashed -- Text & email for "case received". Case Status: Fingerprint fee Received

10/13/2015 - Received NOAs in mail for I-485 and I-765.

10/17/2015 - Received Biometrics appt. letter (date: 10/29/2015)

10/21/2015 - Tried to Walk-in at Elizabeth-NJ, Talked to ASC manager, but she Didn't allow me before scheduled date

10/29/2015 - Finally, finished biometric as scheduled

12/16/2015 - EAD Approved

12/19/2015 - EAD received in mail.

03/03/2016 - I-485 Case Status changed to "Ready to be scheduled for an Interview"

05/28/2016 - Received interview invitation letter

06/01/2016 - AOS interview

06/03/2016 - Case Approved

06/09/2016 - Approval notice in mailbox
