Get NCLEX and apply for work in NY. If you go for relative petition then say around 20 years more? I believe if your cousin wants to be a citizen then the fastest way is to marry a USC but if the person wants to work and venture into finding love someday in the US then apply for a working visa.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

If she does not want to marry, to get here and can not find an employer to sponsor, then try Canada, after a few years there apply for Canadian citizenship and immigrate to the U.S. that way. and much easire for a Philippine citizen to get a tourist visa when they live and work in Canada than from the Philippines. I have a realtive that did it that way.

If she tries the Canadian route, be careful and read the contract carefully. Canadian companies, especially in the remote areas, are notorious for abusing their foreign workers. You may get promised a job in a major city, with a large hospital, but instead find yourself in a small village clinic somewhere out on the tundra, and a big bill from the agency that made it all possible for that to happen.
