Hello,

Background: My wife is now U.S. citizen and is applying for her father to get a green card. Need to send "Civil Documents" to NVC.

Sorry if these have been asked and answered... Questions:

1. If I understand correctly. We must send ORIGINAL documents plus photocopies to NVC. Correct?

2. As long as documents are either in English or Russian there is no requirement for translation. Correct?

3. Father is retired from Russian/Soviet military many years now. He is 72 yrs old. Are his military records still required?

4. NVC will take originals, evaluate package, then forward to US Embassy Moscow and return originals to father during interview. Correct?

5. Saw on US Embassy Moscow website (in Russian language) that military records and police records required English translation... Kind of contradicts #2 above... Help??

Thank you for your help.

Actually, for number 1, you're incorrect and OP was correct. You submit originals/certified copies AS WELL AS photocopies. Please read the second paragraph from the link you provided. The purpose of the photocopies is so that they can have it for their records and can return the originals/certified copies at the time of the interview. A second photocopy should also be made for personal records before sending the package.

It's not like the photocopies are absolutely necessary (as of now, anyways) though because I've never seen anyone get a checklist for missing photocopies. But, it's one less thing for the officers to do (to make photocopies themselves), so it'll make them happier when they review. And it's better (in my opinion) to have a happy reviewing officer than one that isn't.

Saylin you think like me, I included copies of everything I sent. I figure if the reviewer does not have to make copies they will be able to complete my package a step faster than one they need to make copies for.

well, it is in the instructions, over at DS-230 - http://travel.state.gov/visa/immigrants/info/info_3190.html

Not so much thinking necessary, on this one. Can disregard a photocopy of the Police Clearance Certificate, though.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Now I see why I did not receive checklists for not sending photocopies. I should have made copies and I learned the hard way. My mother visa interview on 4/10 went well. However, my birth certs was missing from the file sent to the consulate. We did not know until she went for the interview. It appears that the NVC lost my birth certs. After the interview, the Consular Officer kept her passport and gave her 221(g) blue form..including a list of items (birth certs, translation and new police certificate since hers just expired on the interview day) to bring as soon as possible. A duplicata birth certs is being issued and she will get it tomorrow or Tuesday morning. Then she will go back to return the requested items. Hope she will get visa in few days.
