Oh, yeah

I almost forgot that there is that i-94 form, are they still giving it on the plane?

When i was flying to the US back in 2008 they were giving it on the plane

Usually it is done during flight. There are additional forms at counters in the area where passengers go thru inpsection. The reason I mention this is because the first time my now wife came to the US, she flew from Amsterdam and she was given the green form (there was no reason for the crew of KLM to ask if someone needed the other one). She had no idea she was supposed to use the white, she had never come to the US before. She had a less than happy experience at inspection.

January 21, 2013 - receive NOA1

January 25, 2013 - A# was changed

I actually called CBP because I had the same question regarding my fiancee, who only speaks Mongolian, which is a very rare language for someone at the airport to speak.

They said that they would be able to call a translator and do it over the phone at POE.

I don't think that she will face too much difficulty.

So, since my mom doesnt speak english they will probably do the same,
