He will not be able to submit an I-485 until you have an approved I-130 for which the priority date is now current, since you are a green card holder and not a US citizen so a visa number is not immediately available to him.

It's currently a two year wait for the F2A preference (spouse of a permanent resident) to become current.

I applied for my husband, he is holding the H1B visa. We would like to change the status in the US. So I am wondering when shall I submit the I485? Some people said it should submit when the visa bulletin is close to the prior date? Is there anyone tried this?

If you are a green card holder petitioning for your husband, you have to file I-130. When the priority date is current, then you can apply for an adjustment of status. But, it took too long. Good thing my husband changed status from LPR to US citizen. Thus, we upgraded the petition to file for I-485/I-765.
