Hello,I am From Morocco and I just got married to a green card holder, can his friend who is a US citizen sponsor me ? if not , should we start the process by filing the Form I-130 or just wait until he gets his Citizenship ?

A friend cannot sponsor you, no.

You can file I-130 now and upgrade it if and when your husband becomes a citizen.

Your husband's US citizen friend cannot file the i-130 for you, if that's what you mean by "sponsoring".

How long has your husband been living in the US? When is he due for naturalization?

Best route now is for husband to file i-130 for you. You will be under the F2A category (Spouse of a Lawful Permanent Resident). Waiting time is 2 and a half YEARS. If your husband becomes a US citizen along the F2A process, he can upgrade your petition to IR1/CR1 (Spouse of a US Citizen). Visas are readily available for IR/CR beneficiaries so your petition will be expedited as compared to F2A cases.

Now, when it's time for the Affidavit of Support filing at the NVC stage, husband's US citizen friend can be his joint sponsor if husband's income is not enough/doesn't meet the required income in the Poverty Guidelines. That's the part where the friend comes in as a "sponsor".
