There's nothing to avoid. They never faced charges for the rape or distribution of the pictures of the rape.

They're all free to live their lives, no magic program necessary.

What surprised me is that the cops up in Nova Scotia didn't think the photos were criminal. I'd like to think if this had happened States-side that the photo taker and everyone with a digital copy would get charged with possession of child pornography, but I know just because things are written in law doesn't mean they are applied. This I know all too well. I feel so much for that girl's family, can't imagine their anguish. It's beyond awful that not only was she raped, but it was recorded by photographs made public, and she also was tormented by her cruel, sociopathic peers. I wish someone could have convinced her that there is life after rape, there is life after the teenage years and high school.

As for victim blaming, this news article may not have screamed it out at the top of it's lungs but if you're a critically thinking person you can easily see it's a big part of the story. Her peers spearheaded the victim blaming (referenced directly in the article) and the cops worked her case with their hands behind their backs because they thought along the same lines - she was drinking and therefore irresponsible so this case isn't winnable (referenced less directly in the article). This lax approach to sexual assault happens all the time and I am F***ING SICK OF IT.
