I read on the USCIS site that if there is an attorney there is no DS-3032 required, not sure if it is applicable in OGHD's case though. Am just giving my two cents ;-). Please clarify if it means otherwise.

This is the link from USCIS:

http://travel.state.gov/visa/immigrants/types/types_1306.html

Next Steps - Fees, Affidavit of Support, and Visa Application

After USCIS approves the petition, it is sent to the National Visa Center (NVC). Once received, the NVC will assign a case number for the petition. For family preference immigrant visa cases, when an applicant’s priority date meets the most recent qualifying date, the NVC will send the Choice of Address and Agent form to the applicant, if an attorney or agent will be used. (NOTE: If you already have an attorney, the NVC will not send you this form.)

If your attorney had applied G28 form to establish the eligibility to act on your behalf and it has been approved by DHS then DS-3032 is not necessary. If not then you must send DS3032. And remember if NVC don't get this, you can't process your DS230 or DS260(e-version)

Thanks for the info DemRa, that is really useful. So it means there is an approval for G-28 as well? Interesting. And how does somebody know if the G-28 is approved or not?

I must say I have learnt a lot about the entire process from VJ forums than the actual govt. sites, thanks to you all VJ members :)

Just want to share...

My husband had a lawyer before, for his F2B petition. He signed and submitted DS-3032 together with the G-28 (signed by the lawyer, the petitioner & the beneficiary). The lawyer was hired during the NVC process already.

That is again informative. Thanks apple21! I don't think this info is available from the regular sites. VJ is really a good guide due to the amazing sharing by its users :)

Let me correct. I should have said 'accepted'. Here, lot of us have tendency to say 'approved' ;-) When case is completed at NVC it means documents you submitted are accepted. Case will be approved when you get the visa stamp.

to my surprise, I received this response from NVC after submitting the choice of agent in email:

Unfortunately, the principal applicant's assigned U.S. Embassy/Consulate General does not participate in the National Visa Center's Immigrant Visa Electronic Processing Program. Therefore, all forms and documents should continue to be mailed to the following address:

I just called today and got the NVC Case Number.

Now my question is this. Has anyone with a case in Pakistan had success in getting their case moving forward by sending the email to the NVC instead of the DS3032 form?

Second question is, can the form be signed electronically and just submitted by email or will it have to be signed by hand and mailed to the US from Pakistan?

Third question is, if lets say they don't accept email requests from Pakistan b/c its not one of the countries where they use electronic submissions yet, does my wife have to wait until they ask for the DS3032 to mail it from there or can she go ahead and do it right now.

When I spoke with the NVC staff, after I asked for the case number and got it, I asked them when will I get any paperwork on the case, the lady said in 10-15 days. So I don't want to wait that long if I don't have to.

Please advise.

Thanks

Good question. and congrats on getting Case#. For this case it doesn't matter where you are from until your case is complete. Check my previous posting below. And dear please do try to see if the case like yours had been dealt before. Do some research on you own too.

You don't need to send signed DS3032 form. you can email.

DemRa, on 06 Jul 2013 - 12:00 PM, said:snapback.png

If you think you are not eligible to apply online then yes you have to send DS3032 and you can email to NVCINQUIRY@state.gov. See this link for email format:

http://www.visajourn...il_DS-3032_form

Remember, you have to send this email to NVC from beneficiary's email account not from the petitioner's email. If beneficiary's email account is not in the NVC system then call NVC and tell them to add beneficiary's email. Good Luck.

Thanks for the advice, I called them again, and this time another guy picked up. He said since your case number was just issued today so we can't add any new emails to your account. You should be able to do so tomorrow. So I'm going to call tomorrow. He also told me that what my wife can do is she can print the form fill it out sign it put the case number on the top of the form, scan it, make a pdf attachment and submit it by email to them.

Although unfortunately, the Islamabad embassy doesn't do electronic processing yet, he said at least this part can be done this way to speed things up.

you can do as the representative told you but that isn't really necessary. you can follow the format as shown in the link provided. That's what I did and I believe other members have done the same. hand written signature is not required for DS3032............... It's up to you.

You should talk to them because I asked them if electrionic processing was available for Islamabad they said no, however they said for the DS3032 what I should do is have my wife sign the form in Pakistan then scan it as a pdf and send it to them. They will accept that as long as she writes on the top of it the case number since she won't have a barcode to put on it.

The other thing is make sure you call and get her email address and phone contact number added to their system. They told me yesterday that since my case number was just issued yesterday they can't update it so I should call today. When I called this morning they said it still hasn't been updated so I should try calling later on today or in the evening. So make sure you have done that, then from your spouse's account the email should be sent with the pdf attachment to them.

I am doing both I have the pdf attached and also in the text of the email I am writing that if the pdf is not viewable then this is what I want ... same as what the template has.

I want to find out what are the things I need to send to the NVC once they approve my DS3032? My Spouse is in the F2A category so we don't need any Petitioner Documents.

This is what I think I have to send so far, please correct me if I am wrong.

A. 1. Affidavit of Support from me

B. Civil Documents including

1. Original Registered Marraige certificate and its Original Certified Translation

2. Original Birth Certificate of my Spouse

3. Police Certificates

4. Photograph of Biographic Page of Valid Passport

5. 2 Identical Color Photographs per Requirement

I think that is about it - I just need to know 2 things

1. When do we have to give the pictures and other proofs of the marraige being bona fide

2. My wife doesn't live at home in Karachi, Pakistan although her home is still there and her mother and siblings live there. She works as a doctor at a university hospital and lives in the Hostel women's dormitory for most of the month. That hospital is not in the area where my wife's home is. So will she have to get an additional police certificate from that area as well or will one from her home's area suffice. My gut feeling is that only one will be needed the one from her home area.

Also lastly, should I wait until they send me a notice stating that I should submit these things or can I do so before hand referencing the case number?

Please advise - Thanks

I am sorry that you received this reply. Maybe someone who is new at the NVC processed your wife's COA and did not realise that an email COA can be accepted from all countries? Your wife could try resending the email, this time with "For supervisor review" in the subject line.
