filing for child and grandchild

This question is for my mom....can she file for her children who are over 21 and their child which would be her grandchild who is under 21 simultaneously?

If so how does she go about that process and how long is the whole process?

By the way she will be filing as a permanent resident.

I didn't mention that the kids are married...they are over 21...please look before you leap off with an incorrect answer next time..thanks.

Yes she can. If her adult son/daughter can stay unmarried for the whole duration of the process, the better, because the wait would be shorter compared to a petition for a married adult son/daughter. The son/daughter will be under the F2B category (Unmarried Son/Daughter over 21 of Lawful Permanent Residents), their unmarried children below 21 can be included in this petition.

What country are you from?

These are the waiting times for F2B:

Philippines - 11 years

Mexico - 20 years

India - 8 years

China - 8 years

The rest of the world - 8 years
