USC Petitioning both parents but what about my minor sister?

I am a USC petitioning both my parents in the Philippines and currently in the NVC process. Im getting mixed discussions regarding my minor sister. I filed for both my parents but not my sister coz I know that it'll take a decade if I file for her. Some says my sister will automatically be included in my parents petitions some says different. I dont know what route to take for my lil sis. One things for sure is that she can't be left by herself in the Philippines. They all need to immigrate at the same time. Please HELP!. Thanks in advance! :)

there is no provision for minor chldren to immigrate with the parents when you file for them. In the eyes of immigration coming here is a choice and if it doesn't work out then it is your choice. The option is to have only one parent immigrate and then have that parent file for their immediate relatives, which is a shorter wait. A sibling petition from the Philippines takes 23 years not a decade. If only one parent immigrates they are still free to travel to visit the parent that stays behind.

This will not be over quickly. You will not enjoy this.

Your minor sister will not immigrate with your parents because derivatives are not allowed in the IR categories. A separate petition must be filed for her if you are intending to be her petitioner. She will be under the F4 category (Brothers and Sisters of Adult U.S. Citizens) with a waiting time of 24 YEARS for Philippines.

The above post is correct. There is a way to shorten the wait for your sister. One of your parents can immigrate first, the other one stays behind in the Philippines with your sister. If father immigrates first via your IR5 petition, after he receives his green card, he can file i-130 for mom and daughter (your sister).

Mom and daughter will be under the F2A category (Spouses and Children of Permanent Residents). Waiting time is 2 and a half YEARS. Daughter will be mom's derivative in the F2A petition. They will immigrate together. When its time to submit the Affidavit of Support at the NVC stage, you can be dad's joint sponsor if his income is not enough.
