Your solution is simple. Come to the USA on your tourist VISA, take photo with your girlfriend/fiancee and document your visit with airline ticket, VISA entry and exit forms, and photos. Keep records of phone calls and letters written to each other. Be sure to return to your country before your VISA expires and afterwards your fiancee can file for a K-1 VISA on your behalve. This is the easiest way and depending on which country you're from; you can return on your K-1 VISA within 6 months. Just be sure you keep your documentation of your meeting her in the US., airline tickets, emails, phone bills, photos, entry VISA, ect....
