I-130 NOA hard copy, late payment

Hi,

My NOA1 hard copy has priority date of Mar 7, 2013.I had some issues with payment wherein my parents sent mailed a check of my joint account with them that was closed.So i thought the i130 packet had gone waste or something but they did text with MSC# on Mar 11 and my dad got a letter Mar24 saying payment can be done via check or CC.He paid by card on Mar 25 pay.gov and it was billed to his card.

however just today i received the NOA1 hard copy in my mail here in Qatar even though in the cover letter i asked them to send all mail to my parents US address!!

now the NOA1 has the payment as showing received 420$ on mar and no payment due, however my dad actually paid 450$ the extra 30 bucks for admin processing fee due to invalid check.

will they be sending NOA2 later to my overseas address or US?

how did they process / post the NOA1 even though the payment for it 450$ was just done mar 25, i mean the letter shows as mailed out on mar 11 from us

You don't actually need the hard copy of NOA1 or NOA2 if you sign up for email updates at USCIS.gov. When checks bounce, they simply move forward with the petition anyway and collect the money when they collect it.

another doubt i had was is my priority date the date printed on the NOA1 or the day payment was made by card? i.e. mar 29?

coz the paper receipt i 797 has PD has mar 08..

Whatever is on the NOA1 is your priority date.

Facts are cheap...knowing how to use them is precious...
