I attached PDF copies of the front page of my passport to the actual email requesting change of consulate. I thought it would save them the hassle and time of having to retrieve the file itself. Throughout the process I have always erred on the side of caution because I don't know how the NVC system works. I spoonfed every bit of information on the assumption that USCIS, NVC case worker, NVC call centre and NVC email processing centre are all different people. Just because one guy has looked at my file a month ago does not mean the guy I am talking to over the phone, or the guy reading my email, would have ever seen it.

Anyway, they changed it promptly and both my old case number and new case number worked for IV and AOS online fee payment purposes, suggesting that both case numbers are linked to my one case. It didn't slow the process down at all.

I guess you just need to show evidence of your residency by providing the relevant entry stamps on your passport and a copy of your visa.

I sent with my I-130 petition package all the pages of my passport, including the one showing I am in Japan and allowed to stay in Japan.

You would think that being a visa center, they would know the existing diplomatic relations Japan has with the US.

BUT, NO. It seems they don't even know an APO address, while it is a US address, is not inside the mainland US at all.

Have you asked the NVC exactly what they would like to see proving you are residing in Japan?

I did. And guess what they said, visa on my passport showing I am currently living in Japan. Anything that shows I currently live in Japan. See my above response to elle13... I've already provided it. The rep I talked to said it didn't show that I provided proof I lived in Japan. I asked what exactly it showed I sent. And he repeated that vague response. Perfect. The person I'm talking to can't even tell me what I needed to know. I just love calling NVC.

I am inclined to scan everything I have sent in the petition package that showed I live in Japan and attach it to my email to them to prove a point... That I sent everything they needed the first time around.

OP you are arguing the point that you did this and that and provided forms. Well all good and fine but what makes you think USCIS even sent anything.

I say that because I have heard too many times stories of USCIS not sending all things to NVC maybe at times just forms. They most def don't send on original anything.

When I had called and was talking to the supervisor months ago and was told they received 10 pages (I had not decided at that point to send extra evidence or not). Well I had sent 219 pages in my I-130 petition. And NVC got 10 pages. So if I never asked 10 pages of what would have been sent to the embassy? Instant sabotage on USCIS part.

Even the supervisor told me I should include ALL my initial petition and whatever else I want to add to my case file. I sent the 219 pages plus an additional 900 pages and two photobooks for evidence.

So don't assume that NVC have everything. Just provide to them what they need to get you to the right embassy. That's all I am saying.

On 3 occasions had to get supervisor.I just said "I need to speak to a supervisor". The last time they said they were all busy and they took my number and a supervisor called me back. Mr. Gus is the best. But I know how to chat them up and make sweet talk than jump in.:yes:

They help instruct me how to write my letter to them to get case complete since we couldn't get the documents to them.

just try to say I really need to speak to a supervisor or can you change this for me so I can proceed.you may have to hang up and call back until you get that golden one.
