NVC assigned my case to wrong consulate!

I received my NOA 2 hard copy a week ago, NOA2 date was March 11. It didn't state which consulate they will assign us to. It said NVC will determine which is the appropriate consulate. Found that strange cause it seems people with NOA2 knew which consulate upon receiving NOA2. But yeah, I let that go.

I called up NVC today and the rep gave me my case number, said it was assigned March 27. Guess what? They gave me an MNL number, which stood for Manila, Philippines. My current residence is Japan.

Disappointed is an understatement. Info on my present residence was everywhere (!!!!) in our petition package! The I-130, the G-325A, the, copies of my passport pages, a form from my husband's place of work stating I am his dependent. Any person who can read English would have read I clearly lived in Japan.

Like seriously... I thought they scrutinized every aspect of the forms we send them. Why would they even miss such a blatantly obvious fact???

I e-mailed NVCINQUIRY and requested the change of assigned consulate to my closest consulate. I also enumerated all the various proof we included in the I-130 petition package for proof of my current residence. I would hate to resend the same proof to them. Grr.

Did I do the right thing? :( i can't email my DS-3032 form yet, can I? Any advice will be greatly appreciated!

Wish us luck that this gets corrected quickly please! :(

Did you put Japan in the Embassy you will interview at also on the I-130?

You need to call not email NVC and ask for a IO supervisor and talk to them. Easily fixed. But call now they are open until midnight EDT.

As soon as I saw your response, I called.

After 20 minutes of being on the line, I was flat out told I still needed to send proof that I currently live in Japan.

Here was a snippet:

Me: i need to talk to an IMmigration officer or an IO Supervisor regarding a change in my assigned consulate. I indicated in all my forms in the petition package that my present address is Japan.

Rep: we have no immigration officers here. You need to send in proof that you currently live in Japan.

Me: But, I put that my present address is Japan. And I am currently living with my husband who is based in Japan.

Rep: Yes, ma'am. I understood that the first time around. You need to send in proof you live in Japan so it can be changed.

Me: So, filling in present address, which showed I am in Japan, is not enough proof to show that I am?

Rep: No.

Lovely, right? I had to say goodbye as fast as I can because expletives were just surging through me.

I let them all out before I typed this response.

I know some people have had it worse. But, I would hate for the visa to be delayed just because they screwed us over. :(

It shouldn't be delayed too much, because you can send in the proof whilst in the process of doing the other paperwork. I wouldn't worry yet.

This makes me so mad. I really need to resend the proof when I've already done that legwork and filled in the forms with my correct address?

How fast do they respond to emails? Cause I sent one today, practically pointing out to them where in our file they can find proof that I live in Japan.

Doesn't the wrong case number (MNL------) need to be altered first before I can send in my DS3032?

Why do they put people who seem to lack sufficient neurons in important jobs like fhat??

Struck out a third time. Same thing.

This third guy said we were given a case number indicating my country of citizenship because my husband put in our US mailing address as the preferred address for receiving mail. He said the system believed my husband is in the US.

Wow. APO addresses are not in the US, morons. And we've peppered every other inch of our forms with our physical address so why the hell would they think we are in the US??

Part of the problem could also be that Japan requires proof of residency to interview at the embassy. Such as a resident card / visa / PR card of Japan etc or they wont allow interviews done there.

Another member recently got her NVC case assigned only to find out that instead of giving her a New Dehli number, they gave her a Mumbai number. After she put in the request to get it fixed, the NVC rep told her she could continue her NVC process with the old number, since assigning a new one would take a few weeks, and once a new one was made they would just merge the two numbers? I'm not sure if you know her - AKSinghSingh - but you might want to PM her for more details, since it looks like you have the same problem. good.gif

Weird, because there was someone a few weeks ago who was assigned a Dublin number, but then ended up get assigned to the UK. I don't think they had to do anything with their case.

I don't believe this is the case because I talked to someone who has our situation and had her interview in Japan. Too bad I can't talk to her now.

I really think it's NVC's fault. It might have been like "oh US zipcode, ahhh I will ignore the fact that their physical address is Japan and assume she has never left her country of birth since she was born!"

How crazy am I? I want to tell them in an email my disappointment with this oversight. Is that wise to do so?

Sorry to hear of your problem. Wishing your luck in clearing this up.

Thank you!

I had the same problem. They assigned me to the US Consulate in London (up to very recently, I was a resident of the UK), when in fact, I wanted to be assigned to Malaysia, my home country, as this is where I was planning to be during the expected interview date.

I emailed NVC with a copy of my passport and asked for my case to be assigned to Malaysia. I got confirmation within 10 days confirming my new case number, this time with the correct prefix, and confirmation that my case had been reassigned to Malaysia.

Thanks for this, elle! What was it in your passport that they needed to know?

In our I-130 package, I have already sent in copies of my passport pages and a letter from my husband's boss stating I am in Japan. With the way you made your email, was therr something different you did from the usual way of emailing NVC?

I attached PDF copies of the front page of my passport to the actual email requesting change of consulate. I thought it would save them the hassle and time of having to retrieve the file itself. Throughout the process I have always erred on the side of caution because I don't know how the NVC system works. I spoonfed every bit of information on the assumption that USCIS, NVC case worker, NVC call centre and NVC email processing centre are all different people. Just because one guy has looked at my file a month ago does not mean the guy I am talking to over the phone, or the guy reading my email, would have ever seen it.

Anyway, they changed it promptly and both my old case number and new case number worked for IV and AOS online fee payment purposes, suggesting that both case numbers are linked to my one case. It didn't slow the process down at all.

I guess you just need to show evidence of your residency by providing the relevant entry stamps on your passport and a copy of your visa.
