On March 27, 2013, we determined that a filing fee for your OS155A IMMIGRANT VISA AND ALIEN REGISTRATION is not required. This case is being processed at our TEXAS SERVICE CENTER location. We mailed you a notice describing how we will process your case. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283.

What does this mean? Can anyone please help me explain this?

Does that mean I will get my money back or what?

Does that mean I will get my money back or what?

It doesn't say anywhere that you will get a refund, it only says that you weren't required to pay it. USCIS generally does not give refunds on things payed for so not sure if you would get one or not.

Says you will get a notice about your case processing in the mail.

I absolutely agreed with your believe. I read other folks here that posted the same problem, it seems like they are processing the case step by step and I believe the greencard should be mail to us by next week
