Yes, and they will extend it again if ROC (I-751) takes more than a year.

The reason that ROC takes so long is that it's a low priority for USCIS, because in practice the length of time it takes to process has no consequences for the immigrant. While you're waiting, you're still an LPR, you can still work and travel, you have all the same rights as you did before (and will after), you can even apply for citizenship if you reach the (3 year - 90 day) mark. So why should you care how long it takes to process? USCIS thinks you shouldn't care, so they don't allocate too many resources to processing I-751s. Instead those same bureaucrats can spend more time working on processing other cases for other people who actually are waiting for some important benefits.
