Should I petition my Family before or after becoming US Citizen?

Next year I will be applying my US citizenship (was here August 2009), (I was wondering when should I start applying for a citizenship?) and I just got married this month in the Philippines.

When is the best time to petition my wife and kid? Now as a permanent resident, or until next year until i get my citizenship then file them for petition?

What are the difference, disadvantages and advantages? and what is the fastest to get them here?
