Going to the US for his last year of high school because he didn't get good marks the first time it isn't a good reason. His ties to his brother seem stronger than his education.

good luck

Has he applied at a U S high school? Its doubtful a high school will accept him especially if he has a language problem where he cant communicate in basic English in his last year of school. His current grades will also be a factor.

If there is any doubt that he would return to Morocco he will not be granted a visa.

He has a reasonable chance, but he will need to show proficiency in English as US highschools/ colleges will teach in that language. He may be better off applying for a short-term student visa to the US or another English speaking country first and attend English courses.

What does he wish to study?

Trying to undertake further education with a limited knowledge of English would not seem a very good idea. Is he currently studying English? Does he appreciate how much it will cost to study in the US?
