Because me and my husband are both students, we're using my father-in-law's income to meet the Poverty Guidelines. Which form does my husband fill out and which one does my father-in-law use?

and also, the question in the form I-864 confused me:

"OPTIONAL: If you have parents or adult children with the same principal residence who are combining their income with yours by submitting Form I-864A, enter the number here"

does it mean that I-864A is what my father-in-law files and nothing else?
